DSH-Napa Celebrates First Graduate of Barbering and Cosmetology Program

NAPA — A patient at Napa State Hospital recently became the first graduate of the California Department of State Hospitals-Napa (DSH-Napa) School of Barbering and Cosmetology, earning a state cosmetology license and marking a significant milestone for the hospital's vocational rehabilitation program.

The achievement was recognized during a ceremony on Tuesday, June 23, 2026, attended by the patient's family members, fellow patients, hospital staff, and representatives from the California Department of Consumer Affairs' Board of Barbering and Cosmetology (Board). "This milestone reflects DSH-Napa's ongoing commitment to support recovery with educational and vocational opportunities that help patients build confidence, independence, and workforce-ready skills," said DSH Director Stephanie Clendenin.

DSH-Napa opened the program in December 2024 after receiving Board approval and developing a curriculum that allows patients to earn hours toward professional licensure while continuing their treatment programs. Students receive classroom instruction and practical training in the hospital's beauty and barber shop, where students gain hands-on experience serving fellow patients. Participants must complete 1,000 hours of training before becoming eligible to take the state licensing examination.

For this patient, whose identity is protected under state and federal patient confidentiality laws, the program provided more than technical training. It also offered an opportunity for personal growth and a chance to help others.

"I've learned that I'm very goal-oriented," the patient said. "The program taught me that you have to be the whole package. It's more than just doing hair. It's about treating people well, presenting yourself professionally and helping others feel better about themselves. Juana Hampton, vocational instructor of DSH-Napa's School of Barbering and Cosmetology, said the patient's achievement demonstrates how education and determination can create opportunities beyond the hospital setting.

"When you work hard and give your best effort, opportunity follows, Hampton said. "Education and determination can open doors to a brighter future and create opportunities that can change lives."

The patient earned a score of 93% on the state licensing examination, well above the 70% required to pass. Board representatives praised the patient's dedication and highlighted the value of expanding access to professional education and training.

"This achievement reflects the dedication and hard work the patient invested in completing the program,” said Kristy Underwood, Executive Officer of the Board. "Earning a cosmetology license creates opportunities for future employment and demonstrates the value of providing access to professional training and education."
